$11.8 million bridge replacement begins on State Route 23 in Chenango and Otsego Counties

The New York State Department of Transportation has launched a $11.8 million infrastructure project to replace the aging bridge that carries State Route 23 over the Unadilla River, enhancing a vital link between the cities of Norwich and Oneonta in the Southern Tier.

Originally built in 1949, the current 200-foot-long, three-span bridge is being replaced with a modern two-span structure that promises improved safety, increased resiliency, and enhanced access to the surrounding natural areas, including the Wagner Farm and General Jacob Morris State Forests. Wider shoulders and upgraded travel lanes will also better serve pedestrians, cyclists, and agricultural equipment.

“This bridge replacement project will not only help ensure continued, efficient travel along one of the region’s most important corridors for the movement of people and goods, while its wider shoulders and improved river access will also make it easier for residents and visitors to explore the region’s natural beauty by foot, bike, canoe or kayak,” said New York State Department of Transportation Commissioner Marie Therese Dominguez.

The new bridge will have 11-foot-wide travel lanes and 8-foot shoulders, allowing for improved accommodation of non-motorized users and emergency vehicles. In addition to the new bridge, adjacent access to the Unadilla River will be improved to reduce steep drop-offs and make launching watercraft or fishing safer and more convenient.

To minimize disruptions during construction, a temporary one-lane bridge will be installed alongside the current structure. This will allow alternating one-way traffic, managed by temporary signals, and avoid a significant detour for drivers. Access to the river will remain open throughout construction for recreational users.

“This is exactly the kind of common-sense infrastructure improvement that makes a real difference for communities in Chenango and Otsego,” said Congressman Josh Riley. “It’s not just about a bridge; it’s about safety, improved travel, and better access to the Unadilla River.”

The project is part of New York’s ongoing investment in critical infrastructure, supporting safe travel, regional connectivity, and recreational access for communities across the state.
