PACB approves plan for 2,022-home Creedmoor redevelopment in eastern Queens

New York’s Public Authorities Control Board has approved the General Project Plan for the Creedmoor Mixed-Use Project, clearing the way for the transformation of 46.5 acres of long-vacant state-owned land in eastern Queens into a new mixed-use community with housing, open space and community amenities.

The redevelopment — one of the state’s flagship efforts to build housing on underutilized public land — is supported by $500 million through the Redevelopment of Underutilized Sites for Housing (NY-RUSH) program established in the FY25 budget. The project area, located on the Creedmoor Psychiatric Center campus in Bellerose, has remained largely unused for decades as mental health operations were consolidated elsewhere.

The plan calls for construction of 2,022 new homes, including more than 950 affordable rental units for seniors, veterans and households needing supportive housing, along with over 1,000 affordable and market-rate homeownership units. The project also includes more than ten acres of open space, community facilities and neighborhood-serving retail.

“Across New York, we’re tackling the housing crisis with creative solutions that make the most of every opportunity — including underutilized State property like the Creedmoor campus,” Gov. Kathy Hochul said in a statement. “This project will deliver more than 2,000 homes… while adding much-needed open space, childcare, and community facilities. By working together with local leaders and residents, we’re building a stronger future for Queens and for our entire state.”

The redevelopment incorporates community priorities identified through years of engagement led by Empire State Development, including collaboration with civic associations, Queens Community Board 13, the Creedmoor Community Advisory Committee and local residents. The work builds on the 2023 Creedmoor Community Master Plan, which established a framework for reusing the site.

In total, the project includes 144,000 sq. ft. of community facilities — including a planned 120,000-sq. ft. public school, senior services space and a childcare centre — plus 67,000 square feet of retail. Infrastructure upgrades, new pedestrian connections and neighbourhood amenities identified in the master plan will also be delivered.

The initiative aligns with Executive Order 30, which directs state agencies to identify surplus or underutilized state property for housing as part of broader efforts to increase supply, improve affordability and support more inclusive neighbourhoods. Community engagement will continue during implementation through the Creedmoor Community Advisory Committee.
