Empire State Development (ESD) has released a Request for Proposals (RFP) seeking a development team to deliver the first phase of the Creedmoor Mixed-Use Project, a major redevelopment that will convert underused state-owned land in eastern Queens into a new affordable housing community with supporting amenities.
The RFP, now available on ESD’s website, calls for plans that include 100 per cent affordable rental housing, affordable homeownership opportunities, community facilities, retail space, structured parking and new public open space.
Proposals are due March 18, 2026, at 2 p.m.
A site tour for interested bidders is scheduled for Dec. 17. Developers must RSVP by Dec. 15 at 6 p.m. by emailing Cr**************@****ny.gov.
The release follows recent approvals of the project’s Master Plan by both the ESD Board and the Public Authorities Control Board, moving the long-planned redevelopment into its implementation phase.
“Creedmoor represents an opportunity we must seize to address our housing crisis,” Gov. Kathy Hochul said in a statement. “With this RFP, we’re advancing a community-driven plan that delivers housing, open space and services while strengthening the fabric of Eastern Queens.”
ESD president, CEO and commissioner Hope Knight said the first phase will advance a vision shaped by extensive community involvement. “Guided by extensive community input, the first phase will be 100 percent affordable housing and create new public spaces and amenities to serve new and existing residents,” she said.
The redevelopment is part of the Creedmoor Community Master Plan (CCMP), published in December 2023 after a planning process that included workshops, visioning sessions and feedback from more than 30 organizations and over 400 residents. The CCMP informed the project’s General Project Plan, approved in 2025, which envisions a mixed-use district with affordable and market-rate housing, retail space, community facilities and green space.
Phase one will be located along the Hillside Avenue edge of the Creedmoor campus, extending inward along Avenue C. The site includes six vacant or partially occupied buildings slated for demolition, along with surface lots and internal roadways. ESD says the location allows the project to connect early with existing city infrastructure, including utilities and street networks.
Key objectives outlined in the RFP include supportive housing, opportunities for affordable homeownership, retail and community-serving uses such as a grocery store, urgent care centre and early childhood and seniors’ services.
Proposals must also meet energy-efficiency and sustainability standards consistent with New York’s Climate Leadership and Community Protection Act. Local hiring and participation from certified MBE, WBE and SDVOB firms are strongly encouraged.
