Empire State Development awards $15M to 13 workforce development projects

More than $15 million has been awarded to 13 workforce development projects across nine regions in New York through Empire State Development’s Office of Strategic Workforce Development, supporting training for over 5,700 residents, officials announced Wednesday.

The grants, part of the Office’s Pay for Performance (P4P) Operating and Workforce Development (WFD) Capital programs, will help providers expand training in high-demand sectors such as construction and advanced manufacturing.

Round 9 awardees include:

  • University at Buffalo Business Entrepreneur Partnerships – $3.7M P4P to establish career centers at five BOCES districts across five regions to connect trainees with employers.
  • STRIVE International, Inc. – $2M P4P to expand construction career development programs in East Harlem and Brooklyn, including upskilling to leadership roles.
  • Dutchess Community College – $1.99M P4P to expands microcredential pathways in electrical, advanced manufacturing, and HVAC at the COEBII in Fishkill.
  • Nassau BOCES – $1.88M P4P to develop new CNC machining and welding programs to address regional workforce shortages.
  • Wayne-Finger Lakes BOCES – $1.2M WFD to renovate technical centers to expand electrical trades and carpentry programs.
  • Mosholu Montefiore Community Center – $738,675 P4P to expand Green Construction Craft Laborer program in the Bronx.
  • Roofers Local 195 Joint Apprenticeship Training Fund – $519,949 P4P and $165,234 WFD to renovate Liverpool training facility and doubles enrollment capacity.
  • PM Excellence, LLC – $666,950 P4P to expand LADDER-NY program providing leadership pathways in construction management.
  • AnnieCannons – $643,579 P4P to expand paid coding program for survivors of trafficking in New York City.
  • Jefferson-Lewis-Hamilton-Herkimer BOCES – $540,161 WFD to purchase VR simulators to expand heavy equipment and welding training.
  • Oswego County Workforce New York – $484,798 P4P: to increase entry-level construction training with a new energy fundamentals module.
  • Clinton Community College – $260,799 P4P to double welding academy cohorts at the Institute for Advanced Manufacturing.
  • Onondaga Community College – $216,129 WFD to add machinery at Whitney Applied Technology Center for CNC and welding programs.

The grants aim to strengthen employer partnerships, provide industry-recognized credentials, and offer wraparound supports including case management, stipends, and transportation assistance for trainees.
