Construction begins on $17.9M Bull’s Head street improvements project in Rochester

Work is underway to transform Rochester’s Bull’s Head neighborhood into a safer, more connected, and economically vibrant hub. The $17.9-million Bull’s Head Street Improvements Project will reconfigure key intersections, upgrade sidewalks and lighting, and create new streetscape features designed to support pedestrians, cyclists, transit users, and drivers.

The 12-acre redevelopment area, located in the southwest quadrant of the city where West Main Street, Genesee Street, Brown Street, Chili Avenue, and West Avenue converge, has been the focus of more than a decade of planning, investment, and community engagement. The project also includes an off-street cycle track and other improvements aimed at encouraging sustainable and safe transportation.

By redesigning high-risk intersections, calming traffic, and improving visibility, the project supports the city’s ROC Vision Zero initiative to eliminate traffic fatalities and serious injuries. The work will lay the foundation for future housing, businesses, and long-term reinvestment in Bull’s Head.

Funding for the project comes from a combination of federal, state, city, and county sources, including support from the New York State Department of Environmental Conservation through the Clean Water, Clean Air and Green Jobs Environmental Bond Act, the Climate Smart Communities Grant Program, and Title 15 of the Environmental Protection Fund.

The improvements are part of Rochester’s broader commitment to creating accessible, welcoming public spaces while fostering economic growth in one of the city’s most important gateways.
