New Windsor wastewater plant gets $109M expansion with $20M in state support

New York State is backing a $109 million expansion of the Town of New Windsor’s wastewater treatment plant with nearly $20 million in grants aimed at limiting costs for local ratepayers, officials announced last week.

The project will upgrade the Caesars Lane Wastewater Treatment Plant, increasing its capacity from 5 million to 8 million gallons per day. The facility serves 24 sewer districts in New Windsor and a small portion of the Town of Cornwall.

“State grants are empowering communities across the State, like New Windsor, to complete this essential clean water project while significantly reducing the cost to local ratepayers,” said Maureen A. Coleman, president and CEO of the New York State Environmental Facilities Corporation.

State funding for the project includes a $14.8 million Water Infrastructure Improvement Grant, a $4.5 million Community Development Block Grant, and $181,000 in FEMA funds.

The modernization will replace the plant’s existing treatment system with an advanced membrane bioreactor process, which provides cleaner water and meets updated environmental standards. Additional improvements include construction of new treatment tanks, control and administration buildings, upgrades to electrical, heating, and ventilation systems, installation of new treatment equipment, and replacement of the plant’s outfall.

Work s expected to protect Moodna Creek and the Hudson River, strengthen the plant’s resiliency following damage from Tropical Storm Irene in 2011, and support future growth in the Hudson Valley. Construction is underway and is expected to continue through June 2028.

“This project represents an important investment in the future of our community,” said Town Supervisor Stephen A. Bedetti. “By improving local infrastructure and enhancing public services, we’re ensuring that our residents continue to enjoy a safe, vibrant, and sustainable place to live.”
