“One of the biggest construction projects in U.S. history”: Penn Station upgrades set to begin by 2027

Major upgrades to New York Penn Station are moving forward, with construction expected to start by the end of 2027. The U.S. Department of Transportation announced three key steps that put the project on track: selecting advisors, launching a study to handle future train traffic, and opening the process to find a master developer for the station’s redevelopment.

“This will be one of the biggest and most significant construction projects in U.S. history, and we want the most skilled and knowledgeable partners to help make it a success,” said Special Advisor to the Amtrak Board Andy Byford. “By working with the private sector, we will be working with advisors who focus on the project’s goals while minimizing costs for taxpayers.”

The project aims to modernize Penn Station, the busiest train station in the Western Hemisphere, which serves over 12 million passengers a year. The station handles more than 1,000 trains daily from Amtrak, NJ TRANSIT, and the Long Island Rail Road.

Advisors for the project include Hunton Andrews Kurth LLP (legal), KPMG (financial), and AKRF (environmental). Their role is to help plan the redevelopment, attract private investment, and make the construction process smoother and faster.

Transportation Secretary Sean P. Duffy said the upgrades will create “an unmatched symbol of American infrastructure” and improve the experience for commuters and visitors alike.

The project is part of a broader push to upgrade U.S. infrastructure and ensure Penn Station can handle future passenger growth while providing modern, efficient, and safer facilities.

U.S. Transportation Secretary Sean P. Duffy emphasized the administration’s focus on efficiency and private-sector partnerships. “We’re rebuilding Penn Station on time and on budget,” he said. “This project will create an unmatched symbol of American infrastructure for commuters and visitors to enjoy for decades.”

The New York Penn Station Transformation Project is part of broader federal efforts to modernize critical infrastructure and improve transit experiences for millions of Americans.
