Arc Building Partners break ground on $20 million Salvation Army family shelter in Buffalo

Construction is underway on the Salvation Army of Buffalo’s $20 million Emergency Family Shelter, the first phase of the organization’s larger “Hope on Main” redevelopment initiative. Buffalo-based construction management firm Arc Building Partners is leading the build, with SWBR Architects providing architectural and engineering design services.

The new shelter, which is expected to be completed by 2026, will replace the existing 77-bed facility with a modern, trauma-informed building offering 32 private family units and 80 beds. Designed to support families in crisis — including those with teenage boys and single fathers — the shelter will include a food-service kitchen, dining area, shared laundry facilities, and common activity and learning spaces. Administrative offices and a learning lab will be housed on the first floor.

“This project represents more than just bricks and mortar — it’s about building a foundation for hope and healing,” said Frank L. Ciminelli II, President and CEO of Arc Building Partners. “Hope on Main is a community-first initiative, and we are proud to collaborate with The Salvation Army and our design partners at SWBR to bring it to life.”

The project is supported by a diverse funding portfolio, including:

  • $10 million from NYS Office of Temporary and Disability Assistance’s Homeless Housing and Assistance Program (HHAP)
  • $3.6 million from the City of Buffalo via the HOME ARP program
  • $2 million from the Buffalo Urban Renewal Agency (BURA)
  • $1.9 million from the Federal Home Loan Bank of New York
  • $1.5 million from The Salvation Army of Buffalo
  • $1.2 million from Erie County’s Capital Improvement Program

The Hope on Main initiative extends beyond the shelter, with later phases planned to include 160 affordable apartments, 17 townhomes, and a new community center and church to be constructed on The Salvation Army’s Main Street campus in East Buffalo.
