Energy-efficient homes anchor street redevelopment in Rochester neighborhood

A $27 million redevelopment project with 53 new and renovated affordable homes will replace outdated public housing and revitalize a key area along Federal Street in Rochester.

The $27 million Federal Street Scattered Site Redevelopment was designed by IN/EX Architecture P.C. and constructed by Home Leasing Construction.

The project was developed by the Rochester Housing Authority in partnership with Edgemere Development and the Beechwood Neighborhood Association.

This initiative replaced eight blighted structures with two multi-family buildings and a single-family home, while rehabilitating 35 additional homes across the neighborhood.

The development includes 53 affordable homes, with nine units offering supportive services for individuals experiencing homelessness.

Designed with sustainability in mind, the homes meet the Environmental Protection Agency’s ENERGY STAR® Multifamily New Construction standards. Features include all-electric domestic hot water systems, air source heat pumps, low-flow water fixtures, LED lighting, and solar panels. Community enhancements include a playground, improved insulation, and EV charging receptacles where feasible.

State funding includes $13 million from Low Income Housing Tax Credits and a $7 million subsidy from New York State Homes and Community Renewal (HCR), with additional support from the New York State Energy Research and Development Authority, the Office of Temporary and Disability Assistance, and the Community Preservation Corporation.

The project aligns with the goals of Rochester’s 2034 Comprehensive Plan and contributes to broader regional and statewide housing and sustainability efforts.
