Legislation to address housing crisis, improve infrastructure

Several new bills signed this week tackle the city’s housing crisis and address critical infrastructure needs including sewer and flood prevention.

The legislation could create 80,000 new homes while investing $5 billion in upgrading essential infrastructure across the five boroughs.

“Today’s historic bill signing marks a turning point in our city’s effort to build more affordable housing and strengthen our infrastructure,” Mayor Eric Adams said in a statement. “Thanks to our partnership with Governor Hochul, Speaker Adams, and the City Council, we are taking bold steps to address our housing needs while investing in critical infrastructure.”

Intro. 1127-A: legalizes basement and cellar dwelling units in certain community districts. Property owners can apply for a temporary residence authorization for units that existed prior to April 2024.

Intro. 1128-A: Also sponsored by Sanchez, this bill creates guidelines for the construction of Accessory Dwelling Units (ADUs) in one- or two-family homes, setting safety standards and design requirements.

Intro. 654-A: extends the J-51 Tax Abatement Program for condos, co-ops, and affordable rental buildings, offering tax incentives for eligible improvements.

Intro. 814-A: mandates updates to the city’s sewer backup prevention plan by 2025, with ongoing updates every five years.

Intro. 815-A: requires the DEP to adopt an interim flood risk area map, identifying areas vulnerable to both inland and coastal flooding.

Intro. 850-A: mandates the Department of Housing Preservation and Development (HPD) to submit regular reports to the City Council on city-financed affordable housing projects.

In June, Mayor Adams and the City Council agreed on a $112.4 billion budget for fiscal year 2025, including $2 billion for affordable housing projects and $5 billion for infrastructure.

“We are building opportunity for New Yorkers, not just homes,” Adams said. “These actions mark a brighter future for all our residents.”
