Construction has begun on the $107 million renovation of Almus Olver Towers, a major initiative to revitalize the East Adams neighborhood in Syracuse. The project, part of a broader effort to transform a 27-block area of the city, will modernize the 12-story building and add new affordable housing opportunities.
Almus Olver Towers, built in 1963, provides 191 public housing units for seniors and individuals with disabilities. The renovation will increase the number of units from 184 to 191 and improve living conditions by upgrading kitchens, bathrooms, common areas, and the building’s facade. The project will also replace the building’s roof and include the construction of an outdoor pavilion with seating for residents.
Designed by HCM Design and Ashley McGraw Architects, the project calls for the moderate renovation of the 187 apartment units and the redesign/reconfiguration of common areas, including the lobby of this 13-story high-rise senior living building.
One of the key features of the project is its focus on energy efficiency. The renovation will include the installation of all-electric heating, cooling, and hot water systems powered by a geothermal system. The building will meet Enterprise Green Communities standards, which focus on sustainability and energy savings.
McCormack Baron Salazar, Inc., in partnership with the Syracuse Housing Authority, is overseeing the renovation. The redevelopment will continue to provide housing for households earning up to 60 percent of the Area Median Income (AMI), ensuring that affordable housing remains available to vulnerable residents in the community.
The funding for the Almus Olver Towers renovation includes $53 million in equity from State and Federal Low Income Housing Tax Credits and a $33 million subsidy from New York State Homes and Community Renewal. Additionally, the project benefits from more than $3.2 million from the Clean Energy Initiative, a partnership between Homes and Community Renewal (HCR) and the New York State Energy Research and Development Authority (NYSERDA).
The renovation of Almus Olver Towers is part of a larger effort to revitalize Syracuse’s East Adams neighborhood and provide modern, affordable housing options for its residents. The project is expected to contribute to a more connected, sustainable, and vibrant community for years to come.
