Wells Enterprises is expanding its ice cream manufacturing facility in Dunkirk. The $425 million project to transform the plan is one of the largest private investments in the county’s history.
The expansion will double the facility’s footprint to about 350,000 sq. ft. and substantially increase production capacity. It will also introduce a pioneering chocolate ingredient manufacturing section.
“This is a major win for Dunkirk and the surrounding region,” Governor Kathy Hochul said at the announcement event. “We’re not just expanding a plant; we’re creating hundreds of new jobs and supporting our local dairy farmers. This investment is a testament to the vibrant future we’re building together.”
The expansion will include new production lines, enhanced manufacturing capabilities, and improved facilities for employees. Construction is already underway, with the plant continuing its operations in the interim.
Wells Enterprises, known for its Blue Bunny and Halo Top brands, is the largest privately held ice cream manufacturer in the U.S. and operates multiple facilities nationwide.
Empire State Development is supporting the project with up to $12 million in Excelsior Jobs Program tax credits and a $6 million grant. The County of Chautauqua Industrial Development Agency (CCIDA) is also working to expedite the project.
The expansion comes on the heels of Ferrero Group’s acquisition of Wells Enterprises, further bolstering the company’s national manufacturing network.
